Arise, shine, for your light has come,
and the glory of the Lord rises upon you.
The prophet sees a vision of the distant future: he contemplates not the Jerusalem which, having been destroyed by the Babylonians, will gradually rise from the ruins, but the one which, after the second coming of the Messiah (Jesus Christ), will become the spiritual center and a beacon for the whole world. For He will live among people (in the Jerusalem of the Millennial Kingdom). This is expressed by him in the phrase "the glory of the Lord has risen upon you."
